Abstract: Safety pre-warning system is an important part of safety management for reservoirs. Based on the contents and flow path of safety pre-warning system, the fundamental framework of the system was studied. The three-layer framework structure which composed of fundamental information layer, warning analysis layer and decision support layer was presented. The application of safety pre-warning system would enhance the safety level of dam and society, economy and environment in downstream regions.

摘要： 水库安全监测预警系统是水库安全管理的重要组成部分。根据水库安全监测预警系统的主要内容和基本流程，研究了水库安全监测预警系统基本框架体系，提出了基础信息层、警情分析层和决策支持层的三层框架体系结构。水库安全监测预警系统的应用将大大提高水库大坝及其下游社会、经济、环境的安全程度。
