Abstract: On July 19 of 2016, Shuibuya hydropower station suffered a heavy rainfall with recurrence period of 100 years and a flood with recurrence period of 50 years, which caused a number of dangers and disasters, and seriously threatened the safe operation of dam and power generation equipment. Although there was no personal injury, the direct economic loss amounted to about 50 million yuan. From the natural factors, geological condition, flood discharge and other aspects, this paper analyzes the causes of “7·19”flood event, and reveals the problems existed in the design, construction and operation management. Finally, this paper summarizes the experience of reservoir operation, emergency response, integration of construction and management as well as operation management, and puts forward some countermeasures for dam safety management in future.

摘要： 2016年7月19日，水布垭水电站大坝遭遇重现期100年的强降雨及重现期50年的洪水工况，引发多处险情和灾情，严重威胁大坝和发电设备的安全运行，虽未发生人身伤亡事件，但直接经济损失达5 000多万元。通过真实数据和图片，从自然因素、地质条件、泄洪雾化、工程实际等方面剖析“7·19”水毁成因，揭示设计、施工、运行管理中存在的问题，从水库调度、应急响应、建管结合、运行管理等方面进行经验总结，为今后大坝安全管理提出有益对策。
