Abstract: With the rapid development of economy and the continuous increase of people's demand, China builds reservoirs, especially small reservoirs, to meet the needs of production and life. Taking Kejiaqiao reservoir as an example, this paper analyzes the operation status and existing problems of small reservoirs in China, compares the differences between traditional management mechanism and small reservoir management mechanism based on multi-center theory, and discusses the advantages of the management mechanism based on multi-center theory, to provide an optimized scheme for the management and development of small reservoirs in China.

摘要: 随着经济的快速发展和人民需求的不断提高,我国大力建设水库,特别是小型水库,以满足生产生活需要。但存在过于重视水库数量、忽视水库运行和管理的问题。以柯家桥水库为例,分析了目前我国小型水库的运行现状及存在问题,对比研究了传统管理机制和基于多中心理论的小型水库管理机制的差异,探讨了多中心理论管理机制的优势,旨在为我国小型水库的管理和发展提供优化方案。
