国家电投集团中小型水库群坝安全监督管理风险评价模型研究

Abstract: Based on the characteristics of small and medium sized reservoir dams under SPIC and the relevant laws and regulations, an index system has been constructed. Combining analytic hierarchy process and a uniquely designed information aggregation method, a risk assessment model for safety supervision and management applicable to small and medium sized reservoir dams has been established. Taking typical projects as examples, the feasibility of the calculation method is verified, and multiple application scenarios of risk indexes are provided, making a huge contribution to the effective control of risks in small and medium sized reservoirs under SPIC as well as reduction of the failure rate of small and medium sized reservoirs.

摘要: 根据国家电投集团下辖中小型水库特征,立足于相关法律法规,构建了指标体系,并结合层次分析法和独特设计的信息集结方法,建立了适用于中小型水库的大坝安全监督管理风险评价模型。以典型工程为例,验证了计算方法的可行性,同时提供了风险指数的多种应用场景,为国家电投集团有效管控下辖中小型水库风险,降低中小型水库失事率做出了巨大贡献。
