Abstract: Yangfanggou hydropower station on Yalong river is the first million-kilowatt hydropower project under the engineering procurement construction mode in China. Through several years of exploration and practice, the main line of "one manual, two plans and seven standing books" of safety management has been summarized, and the regulations of safety standardization management for the projects with a high degree of danger and the general and special equipments have been formulated safety and implemented strictly. The level of safety management is improved through the innovation in safety management such as safety self-discipline management, safety technology application, etc. Standardization of safety production is implemented by the general constractor which passes the evaluation by third-party agencies every year. And the standardization of safety production has reached the Grade A which has effectively enhanced the standardization of safety production and construction.

摘要: 雅砻江杨房沟水电站是我国首个采用 EPC模式建设的百万千瓦级大型水电工程。通过几年的探索与实践,总结了安全管理“一个手册、两个规划、七个台帐”的主线,制定并严格落实危险性较大的分部分项工程作业安全标准化管理、通用及特种设备安全标准化管理等规定,并通过安全自律管理、安全科技应用等创新管理,提升安全管理水平。总承包部全面展开安全生产标准化建设工作,自开工以来,每年均通过第三方机构的安全生产标准化考评,达到电力安全生产标准化一级水平,有效提升了作业安全标准化和现场文明施工标准化水平。
