Research on online comprehensive regular evaluation model of dam safety based on guideline

基于导则的大坝安全在线定期综合评价模型研究

Abstract: Comprehensive regular evaluation is an important part of intelligent control of dam safety risk. Based on Guide for Safety Assessment of Large Dams for Hydropower Station in Operation and multisource information, this paper puts forward an online comprehensive regular evaluation model. Taking Tongjiezi gravity dam as an example, the implementation scheme of the key issues is put forward, including the establishment of evaluation index system, the evaluation criteria of each index and the setting of grading standard. The comprehensive regular evaluation index system with three level evaluation indicators and 36 indicators is constructed. The first level contains 8 indexes, such as the safety standard, flood control safety, dam foundation safety, dam structure safety degree, dam body operation state, flood discharge energy dissipation facility, metal structure safety and slope safety. The third level contains 36 indexes, such as deformation stability, seeapge stability, anti-sliding stability safety and et al. As well, four types of indicators assessment criteria and classification standards are built, including the evaluation conclusion evaluation, key indicators & inspection evaluation, non-key indicators & aging & inspection evaluation and multi-source information integration evaluation. The model is of the characteristic of objective and operable evaluation conclusion, which is helpful to realize the online intelligent regular evaluation of dam operation safety grade.

摘要: 定期综合评价是大坝安全风险智能管控的重要组成部分。基于DL/T 5313-2014《水电站大坝运行安全评价导则》(简称导则),融合多源信息,提出了基于导则的大坝安全在线定期综合评价模型。以铜街子大坝为例提出了评价指标体系、各指标评价准则与分级标准设定等关键问题的实施方案,构建了包含设计安全标准、防洪安全、坝基安全、坝体结构安全度、坝体运行性态、泄洪消能设施、金属结构安全、边坡安全等8项一级评价分项和变形稳定、渗透稳定、抗滑稳定安全度等36项三级评价指标的定期综合评价指标体系,提出了定检结论评判、关键指标+巡检评判、非关键指标+时效+巡检评判、多源信息融合评判等4类指标评价准则与分级标准。该模型具有评价结论客观、可操作性强等特点,有利于实现大坝运行安全等级的定期在线智能评定。
