Abstract:

Taking township- managed reservoirs in Yuanping city as the research subject, this paper sorts out the key problems such as prominent engineering hazards, weak inspection mechanism, fragmented responsibility systems, slow emergency response and insufficient informatization level. Accordingly, a five-pronged operational management system is innovatively proposed: digital twin engineering, closed-loop inspection forms, refined responsibility grids, standardized emergency drills, and institutionalized performance incentives. Practice has proved that this system can effectively enhance the scientific and intelligent management of reservoirs under township-level administration, possessing strong potential for broader implementation.

以原平市乡镇水库为研究对象,梳理了工程隐患突出、巡查机制薄弱、责任体系分散、应急响应迟缓和信息化水平不足等关键问题,创新性提出“工程数字孪生化、巡查表单闭环化、责任网格精细化、应急演练标准化、绩效激励制度化”五化运行管理体系。实践证明,该体系能有效提升基层水库管理科学性、智能化水平,具有较强的推广价值。
