Abstract:

Reservoir safety operation regulations serve as critical technical documents for standardizing regulation practices, ensuring the safe and stable operation of reservoir, and maximizing the comprehensive benefits. Currently, with changes in hydrological conditions within river basins, reforms in management system, and heightened ecological conservation demands, traditional regulations are increasingly showing limitations in adaptability, such as inefficient multi-stakeholder coordination and delayed emergency response procedures. Aiming at this, taking the compilation of regulation guidelines for Dahuofang reservoir in Liaoning province as a case study, this paper explains the background and basis for compilation of regulation guidelines for large-scale reservoirs, systematically outlines the core content of the guidelines, and constructs a scientific framework covering multi-objective regulation, characteristic parameter adaptation, management mechanisms, and division of rights and responsibilities. As well, the key relationships that require balancing during the compilation process are analyzed, such as flood control versus water utilization, water supply versus ecological needs, and the demands of different users. At the same time, based on the actual situation of the management system reform and functional expansion of Dahuofang reservoir, this paper explores challenges and optimization directions for modern regulation development—such as dynamic adjustments and refined scheduling—providing theoretical support and practical references for standardizing and dynamically optimizing similar large reservoir regulations, and contributing to achieving the integrated regulation objectives of "safety and controllability, optimal benefits, and ecological friendliness."

水库安全调度运行规程是规范工程调度行为、保障水库工程安全稳定运行、充分发挥综合效益的重要技术文件。当前,随着流域水情变化、管理体制改革及生态保护需求升级,传统规程逐渐显现出适应性不足,如多主体协同效率低下、应急响应流程滞后等问题。笔者以辽宁省大伙房水库调度规程编制为例,阐述了大型水库调度规程的编制背景与依据,详细梳理规程编制的核心内容,从多目标调度、特征参数适配、管理机制与权责划分等方面构建科学框架,分析编制中需平衡的防洪与兴利、供水与生态、不同用户需求等关键关系。同时,结合大伙房水库管理体制变革、功能拓展等实际情况,探讨新时代规程编制面临的动态调整、精细化调度等挑战及优化方向,为同类大型水库调度规程的规范化编制与动态优化提供理论支撑与实践参考,助力实现“安全可控、效益最优、生态友好”的综合调度目标。
