Abstract: The comprehensive utilization and operation of reservoirs involve flood control, ecology, water supply, power generation and other aspects. While giving full play to the ecological benefits of cascade reservoirs in the river basin such as flood control and disaster reduction, water resources protection, energy conservation and emission reduction, maximization of the ecological, social and economic benefits is the aim through engineering measures, technical means and scientific operation.

摘要： 水库的综合利用调度涉及防洪、生态、供水和发电等多个方面，在充分发挥流域梯级枢纽防洪减灾、水资源保护和节能减排等生态效益的同时，通过工程措施、技术手段和科学调度，努力实现生态效益、社会效益和经济效益的最大化目标。
