Abstract: The effective management of water conservancy projects is of great importance. Therefore, management reform and innovation must be carried out at the same time as the project construction. Taking Santunhe irrigation district as an example, this paper introduces its ideas and practices in the reform and innovation of construction management. As well, further consideration are presented, for reference.

摘要： 科学的经营管理是水利工程有效实施的前提，有必要在工程建设的同时进行管理改革创新。以新疆三屯河灌区为例，介绍了水利工程建设管理改革创新方面的思路做法和思考，对周边区域水利工程的建设与管理具有重要的现实意义。
