Abstract: Based on the whole life cycle theory of engineering project, this paper discusses the management method of the whole process cost control of hydraulic tunnel project, and sets up the whole life cycle cost control model of hydraulic and hydropower project. This research expands the application of life cycle management in hydraulic tunnel construction and management field, and it is helpful to improve and enhance the life cycle cost control theory which helps owners with management decision-making, accurate and reasonable design and management level enhancement. As well, its helps the public and potential investors better understanding the characteristics of hydraulic tunnel construction and operation, and further accelerate the project planning, investment and construction.

摘要: 从工程项目的全寿命周期理论入手,探讨了水工隧洞工程全过程费用控制管理方法,构建了水利水电工程全寿命周期成本控制模型。通过本项研究工作,拓展了全寿命周期管理在水工隧洞建设和管理领域的应用,有助于全寿命周期费用控制相关理论的完善和提升,有助于业主管理方准确决策、设计方合理设计,并全面提升管理水平,帮助社会大众和工程潜在投资方全面认识水工隧洞建设和运营特点,有助于加速该类项目的规划、立项和投资建设。
