Abstract: The safety of reservoir dams is one of the most important issues all the time which administrative departments pay close attention to, and emergency preparedness plan of reservoir dam safety management would play an important role in a sudden occurrence. This paper simply introduced the necessity of compiling emergency preparedness plan of reservoir damas well as the research in this aspect today. Further more, its main concepts were presented here, and based on Formulation Guide Rule of Emergency Preparedness Plan of Reservoir Dam Safety Management , its characteristics and actual problems to be studied were pointed out . It provided the reference for dam safety management.

摘要： 水库大坝的安全一直是行政主管部门和管理部门最为重视的问题之一, 水库大坝安全管理应急预案在遭遇突发事件时对保障水库大坝的安全将会起到极为重要的作用, 已成为安全管理环节中不可或缺的一部分。本文简要说明了编制水库大坝安全管理应急预案的必要性, 介绍了应急预案的基本含义和国内外发展现状, 结合《水库大坝安全管理应急预案编制导则( 试行) 》, 阐述了其特色、亮点及存在的问题, 供大坝安全管理人员参考。
