摘要:

2024年6月24日上午,位于美国明尼苏达州中南部的拉皮丹大坝,因连日来的极端降雨而面临溃坝风险,导致居住在明尼苏达河谷低洼地区的居民紧急撤离,最终除左坝肩冲刷严重外,大坝主体结构仍总体完好。笔者介绍了拉皮丹大坝工程概况、事件经过及影响情况,并通过公开资料整理、探究险情原因,认为导致险情发生的主要因素包括设备设施质量、极端暴雨洪水和水库调洪能力等。另外,对各风险因素的危害性进行分析探讨,以避免类似险情再次发生。

Abstract:

On the morning of June 24, 2024, the Rapidan dam, located in south-central Minnesota, faced the risk of collapse due to days of abnormal rainfall. This led to the emergency evacuation of residents living in low-lying areas of the Minnesota river valley. In the end, apart from severe erosion of the left abutment, the main structure of the dam remained intact. This article introduces the overview of the Lapidan dam project, the course of events, and the impact of the incident, and investigates the causes of the emergency by review of publicly available information. The main factors contributing to the emergency situation are believed to include the poor quality of equipment and facilities, extreme rainstorms and floods, and the inadequate flood control capacity of reservoirs. Further, the hazards of each risk factor are analyzed to prevent similar incidents.
