Risk communication refers to the process of information exchange and opinion communication among stakeholders regarding the nature, degree, consequences, management, etc. of risks in emergency situations. It is an important link in handling public emergencies. This paper, in combination with the Oroville spillway damage incident in the United States, analyzes the risk communication issues throughout the event process, points out the aspects that need improvement, and puts forward relevant suggestions for future practice, for reference.
