摘要/Abstract

摘要：

在生态文明建设背景下，我国小型水库主要面临水库功能、运行与管理模式亟需调整，技术标准有待完善，应急管理水平有待提高，监管能力有待加强等问题。在系统梳理小型水库存在问题的基础上，提出小型水库系统治理的基本路径，并从实施小型水库分类管理，完善相关技术标准，提高应急管理水平，加强监管能力等方面提出系统治理的对策建议。

关键词: 小型水库, 系统治理, 生态文明

Abstract:

Under the background of ecological civilization construction, the small reservoirs are mainly faced with problems such as urgent adjustment of function, operation and management mode, improvement of technical standards and emergency management, and strengthening of supervision capability. Based on systematically sorting out the existing problems of small reservoirs, the basic path of systematic governance of small reservoirs is proposed, and corresponding measures such as classified management of small reservoirs, improvement of relevant technical standards and emergency management as well as strengthening of supervision capability are put forward.
