基于风险矩阵的胶凝砂砾石坝安全风险分级管控研究

Study on hierarchical risk management of safety risks of cement sand and gravel dam based on risk matrix

摘要: 为解决胶凝砂砾石坝施工期安全风险分级管控问题,以目前在建的雷山县西江水库胶凝砂砾石坝为例,运用项目结构图法(WBS)将胶凝砂砾石密切相关作业内容按照作业区域、最小评估单元、安全风险点三个层级逐层划分,并采用风险矩阵法对安全风险点进行风险评估,按照安全风险发生的可能性与严重性划分为Ⅰ级、Ⅱ级、Ⅲ级和Ⅳ级。本研究成果不仅适用于胶凝砂砾石密切相关作业内容安全风险点的风险评估分级,还可以识别和分析潜在危险和有害因素,划分评估单元,给同类型水利工程建设项目安全风险分析和分级管控提供参考。

Abstract: To solve the problem about hierarchical risk management during the construction of cement sand and gravel dams, taking Xijiang reservoir in Leishan county, which is currently under construction, as an example, based on work area, minimum assessment unit and safety risk point, the work breakdown structure (WBS) method is used to divide the closely related work of cement sand and gravel into three levels. And the risk matrix method is used to evaluate the safety risk points, which are divided into four grades including Ⅰ, Ⅱ, Ⅲ and Ⅳ based on the possibility and severity of safety risks. This research result is not only applicable to the risk assessment and classification of safety risk points of closely related work of cement sand and gravel, but also can identify and analyze the potential hazards and harmful factors, and divide assessment units, which provides reference for the safety risk analysis and hierarchical risk management of similar water conservancy projects.
