摘要: 风险社会背景下,南水北调中线干线工程作为国家大型基础设施,加强风险管理并有效防范风险发生显得尤为重要。德国社会学家乌尔里希·贝克提出的风险概念及理论为认识风险提供了独特的视角和思考路径。借鉴贝克的风险涵义,南水北调中线干线工程风险管理应注重在人的不确定性、知识与未知、未来对现在的影响等方面重新拓展对风险的认知和辨别,并注意警惕风险的组合、叠加,从而有效应对未来的风险。

Abstract: Under the background of risk society, as a large infrastructure, it is particularly important to strengthen risk management and effectively control risk in the South-to-North water diversion middle route project. The concept and theory of risk put forward by German sociologist Ulrich Beck provide a unique perspective and thinking path to understand risk. Based on Beck's definition of risk, to effectively respond to future risks, the risk management of South-to-North water diversion middle route project should stress human uncertainty, knowledge and unknown, the influence of the future on the present, as well as the combination and superposition of risks.
