水电工程项目安全生产风险管控模式优化研究

摘要: 为了提升水电工程项目安全生产保障水平,遏制重特大事故发生,实现安全生产超前预防,基于霍尔三维结构,构建水电工程项目三维风险管控体系,明确风险管控的主体、对象及流程。在此基础上,通过对设备设施、作业流程、工作岗位等风险因素辨识、评价、控制方法的研究,设计“点-线-面”风险管控模式,制定适用于水电工程项目风险管控的基本原理、运行模式和系列方法,最终形成风险因素基础数据库,为构建双重预防机制、实现风险管控落地应用提供理论支撑和技术指导。

Abstract: It is imperative to ensure the effective, stable and safe operation of hydropower projects. Hall three-dimensional structure has been applied to build three-dimensional risk management and control system for hydropower projects to identify the main risk control object and process. On the basis of this, through the research on control methods of risk factors such as equipment and facilities, work flow and work place, a point-line-area risk management and control model is designed. The basic principles, operational modes and series of methods suitable for risk control of hydropower projects are formulated. Finally, a basic database of risk factors will be formed, providing theoretical support and technical guidance for establishing a dual prevention mechanism and implementing risk management and control.
