Abstract: Many dams and watercourse structures are available for tourists and other people. Owners of such facilities have the major responsibility to ensure the safety for public use. In Norway the Water Resources Act regulates stewardship and duty of care for watercourse structures. Structures and other installations in a river system shall be planned and implemented so as to harm or inconvenience public or private interests as little as possible.
In Norway a new guideline for public safety will be published early 2013. This new guideline intends to point out the best solutions the industry has taken to ensure the safety of the public. It's an encyclopedia of methodical safety work and recommended solutions. The target group is all who work with dam and watercourse structures, but also those who work with civil structures in general.
The safety work should be methodical and documented. The guideline contributes to good methodologies and procedures. It's essential to document the risk assessments and experiences to utilize the knowledge in future work.
