摘要: 对超过1 100 座大坝的失事和安全相关事故进行分析,结果表明,大坝运行初期显然是最危险的时期,有大约1/3 的失事发生在建设期或完工5 年之内,但大坝生命周期的后期,失事的可能性也很大,那些投入运行5 年后失事的大坝,约一半失事都发生在运行50 年后。
文章研究了大坝混凝土坝体失事随时间的分布、各种类型的大坝的失事随时间的分布以及失事模式,并探究了为什么有的失事发生在大坝建成早期,而有的大坝失事发生在一段时间的令人满意的运行之后(显然是满意的)。希望文章可以提供大坝安全方面的专业信息,以帮助管理与这些挡水基础设施相关的风险。

Abstract: Analysis of more than 1 100 dam failures and safety related incidents indicates that, while the infancy of a dam is clearly the most dangerous period, with about a third of failures taking place during construction or within five years of completion. There is still a significant probability of failure later in a dam's life with approximately half of failures that occurred after the first five years of operation happening after 50 years of operation.
This paper examines the distribution of failures over time for the aggregate body of dams, as well as the distribution over time for specific types of dams and failure modes, and explores the reasons that some failures occur in the dam's earliest years while others occur after an extended period of, apparently, satisfactory operation. It is hoped that the information presented will provide dam safety professionals information to assist in managing the risks associated with our water-retaining infrastructure.
