摘要: 堤坝的老化问题对基础设施的安全管理提出了挑战。结合美国俄克拉荷马州塔尔萨县的堤坝系统,介绍了美国联邦应急管理署推行的洪水灾害地图更新项目、美国陆军工程师兵团推行的全系统改造框架、以及俄克拉荷马州推行的银色工作服计划。在这些管理措施的实施过程中,当局强调多组织和民众的参与沟通,目的是降低洪水风险,保证民众的利益。

Abstract: Aging levees turn out to be a challenge for the safety management of infrastructure. Taking the levee systems in Tulsa County, Oklahoma as an example, the paper introduces the Flood Hazard Map Modernization Program implemented by Federal Emergency Management Agency, the System Wide Improvement Frameworks implemented by U.S. Army Corps of Engineers and the Oklahoma Silver Jackets Pilot Project. In the processes of these projects, aiming at the reduce of flood risk and protection of the public, the participation of multi- organization and public is encouraged.
