摘要： 水利工程建设中，影响工程质量的因素颇多，其中施工单位的质量管理是主体，业主及管理各方要为施工创造必要的质量保证条件。业主制、监理制和招投标制是一整套建设制度，不可偏废。各方要各司其责，做好自己的本职及相互协调工作。

Abstract: There are many factors in construction quality control, including the owner, constructor and management groups. The paper discussed several issues in the construction quality control. In summary, owner, supervisor and public bidding system should be insisted and groups should be well coordinated.
