摘要： 从溃坝成因要领和溃坝应急措施时空对应等认识方面存在的不足出发，提出了开展溃坝回访调查与创建溃坝应急专家管理系统的意见，对提高溃坝应急对策水平将会起到积极的推动作用。

Abstract: This paper started the discussion from the inadequate cognition of dam-break cause essentials and time-space coordination of emergency measures, thereafter put forward the advice of return visit to the broken dams and the establishment an expert system, and all these would enhance the level of dam－break emergency strategy.
