摘要： 在“节能减排”工作中，充分发挥水库的综合效益，通过科学调度、合理蓄水，将洪水资源有效利用，实现水资源的可持续利用。调度工作在确保防洪安全的前提下围绕经济效益最大化展开，促进社会经济的可持续发展。

Abstract: In energy saving and emission reduction, comprehensive benefit can be gotten by scientific operation, reasonable impounding and sustainable use of water resource. The paper advanced the idea that with the prerequisite of flood prevention, maximum profit should be the center in reservoir operation.
