摘要: 防洪工程系统是由许多堤坝等工程共同构成的, 仅靠单一的堤防或水库, 难以达到整体最优的效果, 特别是当防洪系统的各防洪子系统风险极不平衡时, 要因地制宜, 采取相应措施, 使之趋于平衡, 这对提高整个区域的防洪安全是至关重要的。本文结合沂沭泗流域的具体情况, 对防洪工程系统的风险调控和优化调度方法进行了初步研究, 计算分析了不同工程措施、非工程措施对单个堤防工程和防洪工程系统风险的影响。

Abstract: A flood prevention system consists of embankments and dams. The optimization results are difficult to be achieved only by use of single embankment or reservoir, especially when the risk rates of various sub- systems in the flood prevention system are extremely unbalanced. Therefore, relative measures should be employed tomake thembalanced, basing on the local and actual situation. It is vital to improve the whole safety of flood prevention system. Combined with the specific conditions of Yishusi river basin, preliminary studies on risk control and optimization measures for flood prevention system were performed. Influence of different engineering and non- engineeringmeasures on single embankment and flood prevention systemwas calculated and analyzed.
