Abstract: Two dams in Russia and one dam in China breached in1990s respectively have made a great loss. Those accidents and others showed that to recheck the flood-control capacity and reinforce scientlficly and duly is necessary for dam safety operation as well as avoiding dam failure, so strenghening management, stopping blindfold regulation and avioding mistake should be often performed.?
