Abstract: Safety monitoring in Three Gorges project is a systems engineering of long period,wide profession range,multi -sites, highly automation of complicated technology.This article introduced the planning,control,management and coordination in the supervision process of safety monitoring system construction. The result proved that the supervision model in the Three Gorges Project was creative in which project contracts were made the main line while quality management was the key issue. Furthermore, it played an important role in on-time construction, data collection and analysis of the safety monitoring system.

摘要： 三峡安全监测工程是一个工期长、专业多、部位广、自动化程度高、技术复杂的系统工程。本文对三峡安全监测工程建设监理的规划、三控制、两管理、一协调等方面做了全面介绍，实践证明，以工程承包合同为主线、质量管理为核心的三峡安全监测工程建设监理模式是一项成功的创新实践，在确保安全监测系统如期实施、数据按时采集、资料及时分析评价中发挥了重要作用。
