Abstract: Guangdong province has a large number of small reservoirs, most of which were constructed and put into operation many years ago, with weak engineering foundations, and suffered from insufficient investment. As a result, there is an urgent need to improve their safe operation and management capabilities. To fully leverage the benefits of small reservoirs, Guangdong province has carried out a series of initiatives in recent years, resulting in a marked improvement in the condition of these projects and a continuous enhancement in their operational management standards. This article discusses several key aspects of the full life-cycle management of in-service small reservoirs in Guangdong province. The essential elements for conducting reservoir dam safety evaluation, hazard mitigation and reinforcement, standardized management, and downgrading or decommissioning are presented, supported by relevant practical experiences and approaches, hoping to provide reference for the continuous deepening of water conservancy project operation and management within Guangdong province and across the whole country.

摘要： ：广东省小型水库数量众多，多数建成运行年限早，工程基础薄弱，前期投入不足，安全运行管理能力亟待提升。为充分发挥小型水库工程效益，广东省近年来开展了一系列工作，小型水库工程面貌发生明显改善，运行管理水平不断提升。笔者就广东省在役小型水库全生命周期管理的几个关键环节展开讨论，提出做好水库大坝安全鉴定、除险加固、标准化管理和降等报废等工作的关键内容，并佐以一些相关的经验做法，希望能为省内和全国水利工程运行管理工作的持续深化推进提供借鉴。
