Abstract:

Traditional operation modes are not well-suited for the efficient operation of pumped storage power stations under the new power system. Aiming at this issue, an innovative operation mode, namely "cluster control, unattended operation, and ON-CALL comprehensive emergency response" mode is proposed. By optimizing cluster control duty, implementing the ON-CALL comprehensive emergency management mechanism, strengthening the skill training of operation personnel, enhancing equipment reliability, and empowering production and maintenance with technology, this mode has been applied to the pumped storage power stations under Operation Branch of China Southern Power Grid Peak Regulation and Frequency Modulation Generation Co., Ltd. The results show that this mode has achieved significant effects in improving the level of safe production, optimizing the efficiency of human resource allocation, and enhancing personnel capabilities. It has effectively promoted the intensive and professional development of the operation mode of pumped storage power stations and provided a new solution and practical example for the industry.

为解决传统运行模式在新型电力系统背景下难以适应抽水蓄能电站高效运行的问题,提出一种创新的运行管理模式——“群集控、无人值班、ON-CALL 全面应急”。该模式优化群集控值班、推行ON-CALL全面应急管理机制、强化运行人员技能培训、提升设备可靠性及科技赋能生产运维等,在南方电网调峰调频发电有限公司运行分公司负责运维的抽水蓄能电站进行了实践探索。研究结果表明,该模式在提升安全生产水平、优化人力资源配置效率、增强人员能力等方面取得了显著成效,有效推动了抽水蓄能电站运行管理模式的集约化、专业化发展,为行业提供了新的解决方案和实践范例。
