Abstract:

In recent years, frequent extreme rainfall events have posed growing threats to the flood control safety of dams. Pumped storage dams are typically located in the upper reaches of mountainous rivers or narrow valleys, featuring small reservoir capacities and limited catchment areas. These conditions often lead to rapid flood rise and recession, while the lack of measured hydrological data increases the sensitivity of design flood estimates to extreme precipitation. Focusing on registered and recorded pumped storage dams, this study analyzes their current flood control safety status. Based on these analyses, and considering the operational characteristics of different pumped storage station types, the flood control safety risks and challenges are categorized and summarized, providing references for conducting flood control risk assessments, evaluating dam safety, and improving specialized emergency response plans for pumped storage dams.

近年来,极端暴雨事件多发频发,对大坝防洪安全产生了不同程度威胁。抽蓄大坝一般处在山区河流的上游,或在山地沟谷,库容和坝址以上流域面积往往较小,洪水暴涨暴落,缺少实测资料,设计洪水成果容易受极端暴雨的影响。以注册、备案抽蓄大坝为研究对象,开展大坝防洪安全现状分析,在此基础上,基于不同类型抽蓄电站的运行特点,对抽蓄大坝面临的防洪安全风险挑战进行分类总结。相关成果可为抽蓄大坝防洪安全风险评估、防洪安全性评价、完善大坝专项应急预案提供参考。
