Abstract: The safety of hydropower dams is of significance for the lives and property of people, energy security, and the stability of economy and society. The dam safety monitoring system serves as the eyes and basis for supervising and evaluating dam safety, while routine monitoring and inspections of dam safety are a major task in the operation of hydropower stations. Timely detection of anomaly during dam operation requires not only a reliable dam safety monitoring system but also the practice of standardized and orderly monitoring and supervision. The former relies on technological advancement and progress while the latter depends on the continuous improvement of regulatory framework, technical standards, management concepts, as well as the competence and capabilities of personnel involved.

摘要: 水电站大坝安全事关人民群众生命财产安全、能源安全和经济社会稳定。大坝安全监测系统是监控和评判大坝安全的耳目和依据,大坝安全日常监测及巡视检查等工作则是水电站运行中的一项重要工作。及时发现大坝运行中的异常情况,既需要可靠运行的大坝安全监测系统,更需要规范有序的监测监控工作。前者依赖于科技进步和监测技术的发展,后者依赖于大坝安全法规体系、技术标准、管理理念的健全完善和人员素质、能力的不断提升。
