Abstract: This paper provides a systematic summary of the current status and development direction of the standards system, regulatory system, management mode and technology for dam safety of China′s hy⁃ dropower stations. Responsibility shared among power enterprises, government departments and Large Dam Safety Supervision Center is established as the dam safety management mode of China′s hydropow⁃ er stations. China has released 101 effective standards and formulated a system table for dam safety stan⁃ dards. China has established a regulatory system centered around Regulations on the Supervision and Management of Operation Safety of Hydropower Dams. In the future, China will revise regulations, im⁃ prove standards and develop technologies to enhance the emergency response capability, informatiza⁃ tion, intelligence and internationalization level of dam safety, and promote the stable and far- reaching development of dam safety management.

摘要: 针对中国水电站大坝安全标准体系、法规体系、管理模式和管理技术的现状和发展方向,进行较为系统的 总结。中国水电站大坝安全管理已经形成电力企业、政府部门、大坝安全监察中心分工负责的管理模式,发布现 行有效标准101项,制定了大坝安全标准体系表,构建了以《水电站大坝运行安全监督管理规定》为核心的法规体 系。未来将在提高大坝安全应急能力、信息化、智能化和国际化水平方面进一步修订法规、完善标准、研发技术, 推动中国水电站大坝安全管理事业行稳致远。
