美国斯宾塞溃坝事件对寒冷地区大坝安全管理的启示

Abstract: In March 2019, affected by extreme freezing rain and drift ice, the Spencer dam in Nebraska burst after overtopping, resulting in one death and damage to some infrastructure. This paper introduces the accident process and emergency measures of Spencer dam, and analyzes the causes of dam break from the aspects of hydro meteorology, dam structure and operation management. The damage to hydraulic structures due to freezing load or freezing disaster has also occurred in cold areas of China. The reflection, experience and lessons of Spencer dam accident are presented here to provide reference for dam safety supervision and operation management in cold areas of China.

摘要: 2019年3月,受极端冻雨和流冰影响,美国内布拉斯加州斯宾塞大坝漫顶后溃决,溃坝洪水造成1人死亡及部分基础设施损毁。对斯宾塞大坝失事过程及应急处置措施进行了介绍,从水文气象、大坝结构、运行管理等方面分析了溃坝原因。我国寒冷地区也曾发生过因冰冻荷载或冰冻灾害引发的对水工建筑物的破坏事故,对斯宾塞大坝溃坝事故经验教训进行反思与总结,以期对我国寒冷地区大坝安全监管和运行管理提供参考。
