Abstract: From the perspective of the role played by reservoir dams, the importance of reservoir dam safety to the realization of national water security strategy and dual carbon goals is emphasized. The safety operation of reservoir dams is always faced with severe situation and risks. By reviewing and summing up the safety supervision of hydropower dams, some suggestions are put forward.

摘要： 从水库大坝发挥的作用角度强调了水库大坝安全对国家水安全战略和实现双碳目标的重要性；从历次大坝漫坝溃坝事故警示了水库大坝安全运行始终面临严峻形势和风险；通过回顾和总结水电站大坝安全监管工作，提出可供行业参考的启示。
