Abstract: There are some problems in reservoir operation management system of Quzhou city. For instance, there are too many management units with different management levels. As well, difficulties in management, shortage of operation cost and hidden defects of reservoirs are found. The paper analyses the status and problems in reservoir operation management and proposes the reform objectives and mode for reservoir management system. Moreover, the reform achievements are introduced.

摘要： 目前衢州市水库运行管理体制存在诸多问题：管理单位种类繁多、管理水平良莠不齐、管理难度大、运行管理经费难以保障、水库安全管理方面存在隐患等。通过分析水库运行管理现状和存在的问题，提出水库运行管理体制改革目标和模式，并介绍试点成效。
