Abstract: The safest dam, as a new conception, is put forward and the connotation is discussed all-roundly in this paper. Thereinto, some new ideas concerning floods, sediment, the dam, spillway and so on result in much revelations to us.

摘要： 提出了“最安全的大坝”这一新的概念，并对其内涵进行了全面阐述。其中，关于洪水、淤积、大坝、溢洪道等的一些新理念会带给大家许多启示。
