皂市水库汛末提前蓄水方式研究

Study on the advanced water storage mode at the end of flood season of Zaoshi reservoir

摘要: 皂市水利枢纽是澧水一级支流渫水的防洪控制性骨干工程,受年内来水集中等因素制约,皂市水库汛末蓄满率较低。为提高皂市水库水资源利用效率,在充分分析汛末提前蓄水必要性和可行性的基础上,综合比较了多组提前蓄水方案的效益,并对提前蓄水的风险进行了分析。结果表明:皂市水库实施提前蓄水的时机不宜早于7 月中下旬,且应在结合天气形势、防范后续可能的系统性强降雨的基础上实施;皂市水库越早起蓄,7 月底控蓄水位越高,则汛后蓄满率越高;考虑澧水流域防洪现状和水库防洪作用发挥,建议现状条件下皂市水库7 月20 日预蓄水位按不超过 130 m 控制,7 月底预蓄水位按不超过 132 m 控制;提前蓄水过程中若发生洪水,应暂停蓄水,并及时转向防洪要求调度。

Abstract: Restricted by factors such as concentrated inflow within the year, the full storage rate of Za ⁃ oshi reservoir at the end of flood season is relatively low. To improve the water resource utilization effi ⁃ ciency of Zaoshi reservoir, on the basis of fully analyzing the necessity and feasibility of advanced water storage at the end of flood season, this study has comprehensively compared the benefits of multiple ad ⁃ vanced water storage schemes and analyzed the risks of advanced water storage. The results show that the time for advanced water storage of Zaoshi reservoir should not be earlier than middle and late July, and it should be implemented on the basis of considering weather conditions and preventing possible heavy rainfall. The earlier Zaoshi reservoir starts water storage and the higher controlled storage level at the end of July, the higher the full storage rate after flood season. Considering the current flood control situation of Lishui river basin and the role of reservoir flood control, it is suggested that the pre-storage level of Zaoshi reservoir should not exceed 130 m on July 20th and not exceed 132 m at the end of July. If a flood occurs during the advanced water storage process, the water storage should be suspended and the regulation should be promptly switched to meet flood control requirements.
