摘要: 水电站大坝安全技术标准体系是水电站大坝安全技术保障,为此我国成立了专门的组织机构负责水电站大坝安全标准的规划、制定和管理。经过近三十年的发展,从水电站大坝安全监测、安全管理与评价、安全风险评估与应急管理、安全信息化、退役管理等相关领域开展标准编制工作,逐步形成了水电站大坝安全技术标准体系。笔者介绍了水电站大坝安全标准的发展历程和已取得的成果,并对标准化未来建设方向和建设任务进行了阐述,最后对2025 年最新发布标准进行了简要介绍。

Abstract: The safety technical standard system for hydropower dams serves as the safeguard mecha ⁃ nism for dam safety. In this regard, China has established specialized organizational bodies responsible for the planning, development and management of safety standards for hydropower dams. In nearly three decades of progress, standard development has been carried out in key areas such as safety monitoring, safety management and evaluation, safety risk assessment and emergency management, safety informati ⁃ zation and decommissioning management, gradually improving and refining the safety technical standard system for hydropower dams. This paper outlines the development history and achievements of hydro ⁃ power dam safety standards, elaborates future directions and tasks of standardization efforts, and intro ⁃ duces the latest released standards.
