Abstract: A typical emergency management model of river basin hydropower development company is introduced, and the problems in emergency management practice on command interface, responding process, division of disposal right within company as well as between government and company are analysed. The paper also analyses the problems of professional emergency rescue technology, team building, emergency drills and training, and puts forward a preliminary solution. The paper has reference value for overnment departments and enterprises in building up emergency responding capacity, emergency resources sharing, and ability improvement of emergency rescue.
